Not much you can do here. If I can't ID a vehicle, I'll let it catch up
and start to pass me. If its not a cop, I'll resume my previous speed.

Behavior is the key. If the vehicle zips up at 110 mph from nowhere,
and never signals, then it is probably a cop.
It also helps to drive in a fashion that even if you are caught off guard
will not get a cop pissed off at you. Always signal. Don't be the
fastest car on the road. Don't drive more than 15mph faster than the
cars you are passing; slow down a bit while passing and resume speed when
there are no cars around to compare your speed against.
