I encountered just such a thing on my commute from North Carolina to Atlanta, 
GA.  I was comfortably cruising at around 80mph when I saw an ambulance ahead. 
This poor ambulance had lights flashing and sirens going.  This ambulance had 
about twelve cars stuck behind it, no doubt because the motorists were unsure 
if they should pass the ambulance.  There was no traffic in the oncoming lane, 
yet they didn't pass.  Obviously it would've been pretty idiotic to pull off 
the road when you're BEHIND the ambulance.

When a passing lane became available, I passed all twelve cars and the 
ambulance.  Apparently this broke some of the other drivers our of their 
reverie, as a couple of them then passed the ambulance.

I'm sure the driver of that vehicle was cursing the limit up and down.  There 
was virtually NO TRAFFIC whatsoever (except that piled behind the 
slothly ambulance).  I'm sure the patient had a long trip to the hospital.
