No, we can't. That is the message and the meaning of the speed limit:
Here is a law which most despise and few obey, yet this government can
keep it in place despite the wishes of the citizens. The speed limit
is one of the government's way of telling us who is the master.
Maryland and Pennsylvania got really obnoxious about this for a while,
essentially flipping motorists the bird with signs marked:
STILL! <-- in yellow
SPEED
55
LIMIT
