Most *deaths* are caused by impaired driving.

Most *accidents* are caused by inattention and/or poor judgement.

According to the driver training course where I live (Dept. of Transport
approved course), you are more likely to *cause* an accident by driving 10
km/h below the speed limit than 10 km/h above, because you create
congestion, tension in the drivers behind you (leading to irrational
decisions), and the increased risk associated with passing.

Anyone who thinks that slower is always safer should remember that many
highways also post a minimum speed limit.  This minimum speed is posted
because the government recognises that speed difference is more dangerous
than speed itself.
