I need advice on helping paper wasps.

I had a small nest forming on my garage door. The wasps were very
docile and I wanted to leave them there but the nest grew bigger and
opening the garage door became a threat to them.

Late evening three days ago, I bagged them and scraped the nest off
the door. I then glued it to a window sill overlooking a large
vegetable garden. I put the bag back over the nest and the wasps
returned to the nest. The problem came in the morning, they all flew
back to my garage door looking for their nest.

Over the past few days, I've bagged them many times and re-released
them onto their nest. They're so docile that I haven't been stung
once.
What can I do to get them to recognize that their nest location has
changed?
