In the 1999-2000 school year, North Carolina hired 19,388 teachers without full licenses in their specialty area. - The News & Observer. Source: DPI In May 2002, 35% of the teachers in Halifax County are still underqualified (lacking full certification) and so are 16% of the North Carolina teachers (13,600). More than half of the 10,000 (over 5,000) new teachers hired for the 2001-2002 school year in North Carolina do not meet the federal requirement of a "highly qualified" instructor for all the core subjects. In the schools receiving federal Title I money for low-income students, more than 70% of the 11,000 (over 7,700) teacher assistancts now on the job lack the schooling that will be required for new hires. - The News and Observer.
