I think the reason is that the thirty songs of thiruppavai are complete in all respects in what they set out to teach us. That is, it is no more than 30 and no less than 30 (no wonder, our acharyas declare that "kOdhai thamizh aiainthum ainthum aRiyAtha mAnidarai vaiyam sumappathum vambu"). The thirty together are the essence of all the Vedas. The same cannot be said of the 143 verses of Nacchiyar Thirumozhi. An interesting point here is the verse vEdham anaiththukkum viththAgum Now, we all know the seed ("viththu") comes ahead of the tree. So, how come Thiruppavai, which was definitely after the Vedas, come to be declared as the seed of the Vedas? Again, I think that the fact that the contents of the entire Vedas, which took even Swami Nammazhvar, 1000+ verses to condense, was squeezed into a mere thirty by our divine mother Sri Goda. That is why, it must have been declared as the seed - since it is so compact and contains everything. I look forward to corrections to my above ramblings.
