In this pasuram 4, AndAL glorifies two nAmAs : oozhi mudhalvan and padmanabhan.Oozhi represents entire prapancham the leela vibuthi viz. 7 lokams starting from bhu (our earth) until satya lokam (abode of brahma) and 7 lokams below our earth called rakshasa lokam and the entire celestial planets. For this entire oozhi, he is mudhalvan, the first and primodal. "EshO ha vai nArAyana asit, na brahma, na isanaha" Swamy Nammazhwar in his tiruvAimozhi "onrum devum ulagum uyirum yadum illa anRu, nAnmugan thaNodu devar ulagodu uyir padaithAn". Here AndAL praises his gunA of Jagat karana bhoothan. Is this can be considered as a guNam of the Lord. This is leela of the Lord and hence aptly called leela vibuthi. The next nAmA is padmanAbhan. He is holding the entire jagat in his nabhi in the form of lotus, giving us the assurance that he is the protector or jagat rakshakan.
