 I always admire the way sri sukumar puts his points across.  Here also he
raised a point on the difference between vaikunta and brahma.

stotram as vishNur viSvam vashatkAro, and instead chose to start it as

Based on the SrI BhaTTar's anubhavam, viSvam is the name that symbolizes the
primary attribute of the para form as one of shAdguNya paripUrNatva, and
vishnu and the following names then elaborate on the name or the guNa
represented by the name viSvam.


---  Something to add on this as per my understanding of bhashya of Sri
Madhwa.
Mandukopanishat says - 'omityetat aksharamidam sarvam'  and Om is split into
4 parts - a kara, u kara, ma kara and nada.  These have been represented by
vishwa-taijasa-prajna-tureeya forms of Narayana.  Here Vishwa namaka
Narayana is very important for us as he is the one who is the Controller of
this universe and its jeevas in their Jagrutha(waking) state.  He has 19
faces 9 on either side and the central face is elephant face.  Whoever does
upasana on this form of Narayana will get the same form once they are graced
upon by Vishwa Namaka Vishnu.

Also,Madhwa Siddhantha states that Vishwa namaka Narayana being in
Vinayaka's belly receives our oblations and protects us.  Vinayaka does
upasana on Vishwa form of Lord and hence he had received that form.

So this might be reason as to why Vishwa is being hailed first in VSN which
is one among 4 forms of Parabrahman eulogised in Upanishats.
