Attached please find the primary deliverables of the LAP Energy Policy Committee.
As detailed in minutes of EPC meetings held over the last six months, the Committee investigated four areas of City operations in which it might be possible to reduce greenhouse gas (GHG) emissions: bioremediation at local waste treatment facilities; City vehicle fleet operations; City departmental organization; and City hydropower resources. The results may be summarized as follows:
Bioremediation at local waste treatment facilities
While promising in theory, an investigation conducted by EPC member Tom Shelley found that bioremediation is not a viable methodology for local waste treatment at this time. His report was attached to minutes of the EPC meeting held 17 July 2007 and transmitted to the LAPSC 18 August 2007.
City vehicle fleet emissions
A report by EPC member Joseph Sweet (LAPEPC1-cityfleet.pdf) includes recommendations for future data acquisition practices and a note regarding GHG emissions due to City operations as a proportion of total vehicular emissions in the City.
City departmental organization
A proposal by EPC member John Graves (LAPEPC2-energydept.pdf) calls for the creation of a City Energy Department. The new department would, among its other functions, develop and execute GHG and energy sustainability policies for City facilities and operations and GHG and energy sustainability codes for all new construction in the City.
City hydropower resources
A report by EPC chair Jon Bosak (LAPEPC3-hydropower.pdf) reviews studies of Fall Creek and Six Mile Creek hydropower potential carried out by the City in the 1980s and proposes that these earlier initiatives be revived to realize a reduction in GHG emissions approximately 3.5 times the 2020 target for the Local Action Plan.
While credit for each report is due its principal author, the findings and recommendations contained therein represent the opinion of the entire committee.
The EPC will hold its final meeting 11 September to wrap up.
