Production Overview

All sixteen current Member States of the EMU issue Euro banknotes through their respective National Central Banks. Not every NCB issues or has issued all Euro banknote denominations. Of the sixteen current EMU members, only eleven have the facilities necessary to print and produce Euro banknotes. Therefore, printing facilities in other countries are regularly commissioned to produce banknotes for foreign NCBs. With the exception of Luxembourg, banknotes produced in another country on behalf of another NCB will be issued under the authority of the NCB which has commissioned the printing.

The total value of euro banknotes in circulation is allocated to the Eurosystem members by application of the banknote allocation key. The first banknote allocation key was effective from 1 January 2002. Since the initial allocation key, four more have been applied. Each time a new banknote allocation key is applied, the previous key is no longer applicable.

Since 2002, euro banknotes have been produced jointly by the NCBs of the euro area. Each NCB is responsible for, and bears the costs of, a proportion of the total annual production in one or more denominations. In 2009, the Italian and Austrian central banks, for instance, will be responsible for producing 700 million €100 notes.

The annual production of euro banknotes needs to be sufficient to meet expected increases in demand, such as seasonal peaks, and to replace unfit banknotes. It also has to be able to cope with unexpected surges in demand. Production volumes for the year ahead are calculated on the basis of forecasts provided by the NCBs and a central forecast made by the ECB, thus combining national expertise with a euro area-wide perspective. The figures calculated need to be approved by the Governing Council of the ECB.
