You miss nothing! Actually you are correct about the depiction of the stars on the Italian 2 cent coin. The design is not in compliance with the recommendations, but it doesn't have to be changed since the stipulation about designs already in use states that any non-compliant design isn't required to change, but can do so in order to become compliant. This was the case for the Spanish design as well. My guess is that since it is a small denomination and technically is still within the design recommendations, there isn't a big hurry to change.

Have you noticed how the French 1, 2 and 5 cent coins have issues with their stars as well?

As far as I know, Recommendations says that twelve stars on euro coins have to be depicted in the same way as on the flag of EU.
And as you probably know, Italian two cent coins have these stars situated in different position. If you can not remember how this coin looks like, click here.

In other words, stars on Italian two cent coins are situated like this, whereas they should be like this.

So my question is: is design of Italian two cent coins complying with Recommendations, or not? If not, does it have to be changed?
