Proof sets

Hi,
I can not find how many proof sets was emitted by each country. Do you know about some list of these sets?

If not, please try to answer at least these my two questions:

1.) Does Vatican sede vacante proof set exist?
2.) What is the mintage of Finnish 2002 proof set?

Well, I've found it here so I copied it to the Wikipedia article. Enjoy. :)
But anyways, I am still not sure with Finnish proof sets... on these pictures that coins really do not look like in proof quality. What do you think about it?

Do you know what does "Diamond Proof Quality" means? And do you know why that mentioned Finnish coins that are proclaimed as in proof quality really do not look like proof coins?

The embossing stamp ist prepared with a very thin diamond layer, so that the DPQ produced coins receive a discreet shimmer - called 'silk sheen'.
