Rules of the Road

(revised 2-18-02)

·         Dues for the upcoming season are to be determined by the Captains’ board prior to the last match of the current season.  All bank fees assessed as a result of returned checks will be paid by the player, not by the league.  No team or player refund after final registration cut-off, although a player that is on the roster and has not played may be substituted with another player in accordance with the player addition rule.  Every player’s dues must be paid at the time of their team’s registration.  NO EXCEPTIONS!

·        Officers of the board will be elected once per calendar year, during the Spring season.  No person can hold more than one elected office at one time.  The following officers will be elected:

 

President:                                           Responsible for scheduling and public relations, serves as contact person for player approval and as NCDO representative, appoints league ADO rep

Vice President/Rules & Grievances: Responsible for Standards

Treasurer:                                          Responsible for managing league funds

Social Director::                                Responsible for end of season party

Secretary:                                          Responsible for recording of minutes at all meetings and for league publicity

           In addition to the five elected officers, three board positions will be filled by volunteers.  These will include:

 

Newsletter Editor:                             Responsible for the publication of the newsletter and correspondence with the Community Sports Newsletter

Statistician:                                        Responsible for the compilation of statistics and the communication of those statistics to the newsletter editor and webmaster, and for conducting yearly elections, unless he or she is running for office, at which time the council will appoint an impartial electioneer

Webmaster:                                       Responsible for the maintenance of the league website and for the addition of any information deemed relevant to the website

The newsletter editor and statistician will be paid positions.  The amount they will be paid will be determined by the board at the beginning of each season.

·        Elections - Yearly elections shall be conducted as follows: 

Nominations 

- Nominations will begin the first Monday after the Mandatory 5th Week Captains Meeting. 
- Nominations shall be collected by the Statistician (or duly appointed electioneer) over a two-week period. To become nominated, a league member must be in good financial standing with the league and verbally accept the nomination. 
- Incumbent officers do not need to be nominated, but must notify the Statistician during the
nomination period whether or not they wish to re-run for office or run for a new office. 
- No league member may run for more than one office at a time. 

Election 

- The election will be completed via secret ballot two weeks after nominations are closed. 
- The Statistician will notify the league of the slate of candidates at least one-week prior to the
election. 
- The Statistician will create a ballot containing all nominated candidates and submit it for review
to the Executive Council. 
- Each team captain will be given the number of ballots equal to members on his/her team and will return the completed ballots to the Statistician. 
- Incomplete ballots will be accepted, however any individual positions receiving more than one vote per ballot will not be counted.

 

·         Matches begin at 7:30 p.m. on Mondays.  There is a 15-minute grace period for latecomers before a team may call a forfeit against a shorthanded team (less than three players), but a forfeit may be called at any point during the match.  If your team is running late, call ahead to alert the other team.  Alternate arrangements may be made if agreed upon by both captains prior to the match, and the statistician must be notified.  All matches must be played prior to the last week of the regular season before the tournament.

 

·    Inclement weather policy:  The decision regarding cancellation of play is the President’s responsibility.  If a week of play is cancelled, a week will be added to the end of the season.  Teams may elect to play the match earlier or they can use this week to make up the cancelled match.  In the event of inclement weather when the President does not cancel all matches, it is up to the captain of each team to determine whether the team can make it, and he or she must talk to the opposing captain to let the other team know they need to make alternate arrangements.  If it is unsafe, do not drive.  If you make the decision to try to make it to the match, TRDL is not responsible.

 

·         Match format: All games are 2 out of 3 legs.  All Singles games are worth one point, Doubles games are worth 2 points and four-person 701 legs to determine match winner are worth zero points.  Games played are: 4 games of Singles 401, 4 games of Singles Cricket, 2 games of Doubles 501, 2 games of Doubles Cricket and, if needed, one leg of four-person 701 (which will determine match winner).

 

·         Listing is blind, one set at a time.  If a team lists short for a set, the opposing team captain has the option to allow a latecomer to fill out the set, otherwise, the short game is forfeited.

 

·         Players may not participate in more than one game per set (401, cricket, etc…).  Players do not have to be listed for Singles to be eligible for Doubles, but must have been listed and been present in at least one game to be eligible to play in the tiebreaker.

 

·         Players who play for one team at any point during the season may not join another team during that season if they have played a match with the original team.

 

·         Teams consist of four (4) to six (6) players.  You MUST have prior approval of the majority of the council before adding or replacing a player.

 

·    No changes may be made to your roster after the Monday before the half way point of the regular season (this date will be published in the first week newsletter every season). No player may be added without approval of the majority of the board and payment of dues for the season. Any player not approved and paid is considered an ineligible player, that team will automatically receive a loss for that match, including all-star points and player wins and losses. The opposing team will receive the win for that match, any point’s player wins/losses and all-stars they earned during the play of the match.

   

·         Games begin with a coin toss for diddle.  Winner of the toss calls the order of the diddle.  Single bull ties single bull, double bull ties double bull regardless of actual measurements.  Outside the bull, if you have to measure, consider it a tie and re-diddle.  Darts must not be touched before being measured.  Throwing order reverses for re-diddles.  Winner of the diddle begins the first game; loser of the first game has the option for the diddle for the second game; if a third game is required, the loser of the original coin toss determines diddle order (ADO rules).  Singles and Doubles legs will be played on both boards available for the match.

 

·         Scoring is the responsibility of both teams.  All players must have their full name listed at least once on the score sheet.  For accurate all-star Point computation, the total number of legs thrown in each game must be recorded.  If ASPs or low games are not written legibly, they will not be posted.  Improper recording of legs will be assumed by Statistician as 2-0 in favor of the winner of the game.

 

·         At the beginning of each season, Statistician will publish in the newsletter how the scoresheets will be handled following play.  Scoresheets must be postmarked by Tuesday or they must be dropped off at location and time designated by Statistician.

 

·         The following penalties will be assessed for late scoresheets:

Wednesday postmark:        3 point penalty

Thursday postmark:            6 point penalty

Friday postmark or later:     0 points

It is recommended that the losing team keep the scoresheet, in case the winning team’s scoresheet does not make it to the Statistician.

 

·         Captains are responsible for the smooth progression of the match.  It is presumed that any disputes arising during match play can be amicably resolved using these brief Rules and a bit of common sense and sportsmanship.  Any disputes that cannot be resolved to the satisfaction of both captains shall be noted above and directed to the Board for resolution.  Captains also have the sole authority to modify league rules by majority vote.

 

·         Captains or a designated member of the team are required to attend one mandatory Captains’ meeting per season.  A 5 point penalty will be assessed to the captain’s team from their season point total if a representative is not present at this meeting.  These meetings and all board meetings are open to all members of the league.

 

·         Short-Handed Teams will play with a “ghost” player.  The open spot is considered a forfeited point for the short-handed team in Singles sets. In the Doubles sets, one player will play the opposing two.  The shorthanded team only throws once per round versus the two.

 

·         Forfeit matches are scored as 12 points for the aggrieved team and 0 points for the forfeiting team.  If both teams forfeit, 0 points will be given to either team.  Any team that forfeits three times will not be allowed to finish the season.  The remainder of their matches will be considered a forfeit.

 

·         Tournament Eligibility is reached when a player is listed and present in more than one-half their team’s regular season matches.

 

      Any changes to Rules of the Road are to be proposed at TRDL board meetings and voted on at the mandatory captains’ meeting during the season.  The entire Rules of the Road are to be printed in the newsletter at the beginning of each season.
