Heriot Clarkson of Charlotte, chairman of the legislative committee of several organizations supporting a system of good roads, and Hattie Morehead Berry of Chapel Hill, a vital leader in the North Carolina Good Roads Association. It was largely through Ms Berry's efforts that a State Highway Commission was created in 1921 and the state was committed to the construction of a system of modern highways. Clarkson and Berry were the two main proponents of the $50 million bond issue for roads in 1921. Clarkson was campaign manager for Governor Cameron Morrison, and Berry was the secretary of the Good Roads Association. They are pictured here about 1921.
