If I recall, the whites moving in from Baton Rouge and New Orleans have
turned it (forgive the oxymoron) progressively conservative. I wouldn't
be surprised to find heavy Duke support in the '91 elections. The joke
about its poor roads dates back to the mid '80s and earlier and may hold
more historical than contemporary truth.

It's up there on the list of corrupt parishes, though. Somewhere behind
Orleans, Jefferson and Calcasieu but near the top.
