ASEAN Scholarship Awards by the Singapore Ministry of Education
The Asean Scholarships aim to
provide the young people of Asean with opportunities to develop their potential
and training them in the skills that will enable them to step confidently into
the new millennium.
The ASEAN
Secondary and Pre-University Scholarships lead to the award of the
Singapore-Cambridge General Certificate of Education 'Ordinary' (GCE 'O') Level
and 'Advanced' (GCE 'A') Level certificates. Outstanding students are able to
secure further scholarships to study in the local or foreign universities after
they have completed the GCE 'A' Level Examinations.

Nanyang Technology University ASEAN Undergraduate Scholarships
The Undergraduate Scholarships for ASEAN students are offered by the Nanyang Technological University (NTU) for students from the Association of South East Asian Nations, or ASEAN. ASEAN comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. The scholarship is to finance the pursuit of an undergraduate degree on a full-time basis at NTU.
Eligibility
All nationals (citizens and permanent residents) of a member country of ASEAN (except Singapore) are eligible to apply for the scholarships. The scholarships are awarded based on academic merit and are very competitive.
Terms and Conditions
The scholarship is tenable for the minimum period of candidature for the undergraduate degree course at NTU. It covers the tuition fee and a living allowance of $3,500 per annum. There will be no bond apart from the 3-year bond applicable to all foreign students under the Tuition Grant Scheme.
A recipient of the scholarship may not concurrently hold any other scholarship, fellowship, grant or award without the prior approval of NTU.
Application
Application for the scholarships must be submitted on the prescribed forms. This is separate and distinct from the application form for admission to NTU.

Applying for the NUS AGS
Introduction
1. There are 40 ASEAN Graduate Scholarships [AGS] offered by
the National University of Singapore [NUS] each academic year. Only citizens or
permanent residents of a member country of ASEAN*
are eligible.
2.
The NUS AGS is only for full-time course-work graduate degrees**
conducted at NUS and designated for the scholarships. Candidates
receiving other awards will be disqualified from the NUS AGS.
**(The NUS AGS is not for Research or
Doctorate [Ph.D.] programmes. The NUS Research Scholarship is available
for these programmes. Please write to the Registrar stating your
full name, postal address and interest in the NUS Research Scholarships
and send it by post to “Registrar, National University of Singapore, 10 Kent
Ridge Crescent, Singapore 119260”.)
Provisions
of the award
3. The NUS AGS will provide each scholar with:
a. A monthly stipend of S$1,350.00 throughout the period of the award (inclusive of the University's vacations);
b. A one-time book allowance of S$500.00;
c. Tuition, health insurance, examination fees and other approved fees, allowances and expenses at NUS and throughout the period of the award;
d. Cost of economy travel directly from the home country to Singapore upon award of the scholarship; and
e. Cost of economy travel directly from Singapore to the home country upon successful completion of the course of study leading to the award of the degree.
4. The NUS AGS is initially awarded for 2 semesters or the equivalent of an academic year. The NUS AGS may be extended for an additional semester on the basis of the NUS AGS scholar's performance in the previous semesters and the recommendation of the appropriate NUS Faculty or School.
5. There is no bond or obligation for the scholar to be employed by NUS or in Singapore. The scholar is expected to complete the designated graduate degree and return to the home country.
Application for the NUS AGS
6. Application for the NUS AGS is decentralised to each NUS Faculty and School and integrated into the application for each designated graduate degree. Therefore, the application period and due date for the designated graduate degree is applicable to the NUS AGS. There are, however, different application periods and due dates for each designated graduate degree.

10. Candidates should carefully read the instructions and conditions in the application material for the designated graduate degree. A candidate must ensure that the application form, supporting documents and other requirements are fulfilled, completed and submitted before the due date for the designated graduate degree.
Other Eligibility Criteria
11. There are only 40 NUS AGS available each academic year and, therefore, it is awarded on a very competitive basis. Only exceptional candidates will be considered. In addition to the eligibility requirement of nationality, candidates to be considered for the NUS AGS must have:
(a) an excellent academic record and has been or will be admitted by a NUS Faculty or Graduate School to pursue a designated graduate degree:
i. A candidate should be in the top 10% of the class.
ii. Admission may be in either Semester 1 (commencing mid-July) or, where available, Semester 2 (commencing early-January).
b (b) a good command of the English language:
(i) A candidate's English language proficiency will be
determined by:
- the Test of English as a Foreign Language [TOEFL] score of at least 550 for the paper-based test or 213 for the computer-based test; or
- the International English Language Testing System [IELTS] result of at least 6.0; or
e - such other qualifications as determined by the NUS Faculty or School.
(ii) If the NUS Faculty or School specify a higher TOEFL score (e.g. 600 for the paper-based test or 250 for the computer-based test) or IELTS result (e.g. 7.0) as a minimum requirement for a designated graduate degree, the higher score or result will apply. (Note: For these tests, see the required tests section of this website.)
(iii) Except where other qualification has been determined by the NUS Faculty or School, the TOEFL score or IELTS result is required since the NUS AGS is awarded on a competitive basis, where all candidates are compared against a common benchmark.
Note:
other English language 'proficiency tests' are unacceptable, as they are inconsistent and are not of international standards or comparable to TOEFL or IELTS;
tests that claim to be predictions, estimations, simulations, equivalents, practices, etc. of the TOEFL or IELTS are invalid;
the ETS Institutional Testing Program cannot be used for admission; and
TOEFL score or IELTS result are only valid for 2 years after the test and should be valid at the beginning of the application period for the designated graduate degree.
(c) a minimum of 2 years of relevant working experience at the application due date:
(i) The years of working experience may be cumulative over different periods of time; and
(ii) The scope of working experience should be within the discipline of the designated graduate degree.
12. Candidates will not be considered for the NUS AGS if:
they do not fulfil the nationality and the 3 eligibility requirements at items 12(a), (b) and (c); or
their applications are incomplete or received after the due date.

ADMISSIONS
POLICY
The
objective of the MPP program's admissions policy is to select a diverse group of
students who have not only outstanding academic ability but also the potential
for career growth and who are committed to public service. The selection
procedures are stringent as the program is an intensive professional course of
study leading to positions of responsibility.
Candidates
accepted into the program will normally be older than the average graduate
student. Although those with less experience will be considered, the MPP
candidate preferably should have at least two years' experience in a public
service environment.
Graduates
of the program are likely to pursue careers with national, regional or
international governments; nonprofit organizations; the media; public sector
planning firms; international corporations; and other agencies devoted to the
public interest.
CRITERIA
FOR SELECTION
Professional
Merit - Demonstrated by employment history, professional direction,
maturity and potential for career growth through recommendations.
Intellectual
Distinction - Demonstrated by prior academic achievement,
recommendations, analytic training and examples of written work.
Personal
Character and Leadership Capabilities - Demonstrated by prior
achievements in extracurricular, civic or community activities and employment
history through recommendations.
APPLICATION
FOR ADMISSION
Applicants
seeking admission to the course for the degree of Master of Public Policy must
have:
-
a good honours degree from a recognised university; or
-
a good bachelor’s degree with at least 2 years of relevant working experience;
or
-
such other qualifications and experience as the NUS Senate may approve.
Applicants
should preferably have a good background in economics and mathematics.
Note:
These minimum requirements do not imply immediate acceptance into the
Program. Also, if a candidate does not perform to the satisfaction of the
MPP program according to the statutes and regulations laid down by NUS, he or
she may be asked to leave the program.
APPLICATION
PROCEDURE
There is only one intake (in July) per academic year. A
Applicants
are requested to submit a complete application package which must include the
application form, references, essays, transcripts, TOEFL or IELTS score (if
required), and any other supporting documents.
Your
full name, as written on the first page of the application form, should appear
on every document submitted. Please call our attention to any variations in your
name that may appear on documents submitted.
The
form must be completed in English. If supporting documents are not in English,
they must be accompanied by a notarized translation.
All
original documents must be furnished for verification upon student registration.
Candidates found to have given inaccurate or false information will be required
to withdraw from the MPP program.
Please note that it is the responsibility of the applicant to make certain that
ALL admission materials are received by the advertised deadline. Neither the Program nor the University will assume the
obligation of notifying the applicant of erroneous or missing materials.
SUBMISSION
OF MATERIALS
Applicants
must submit the following:
1.
Application Form
Applicants
should complete the “APPLICATION FOR ADMISSION 2002/2003 form. Where summaries
of previous academic or professional activities are requested on the form,
please complete as required; do not refer the reviewer to a resume or
transcript. Please do not submit videotapes, books or manuscripts. Any such
materials will become the property of the Program if sent and will not be
returned to the applicant. Please do not send
applications by fax.
2.
Application Fee
Each
application form must be accompanied by a non-refundable fee of S$20.00
or US$15.00. Please attach a bank draft (drawn on a bank in
Singapore) for the appropriate amount made payable to “NATIONAL UNIVERSITY
OF SINGAPORE”. Please submit the application fee form on page 47 together
with your application. (For applicants residing in Singapore, local cheques will
be accepted). Payment by telegraphic transfer will not be accepted. Applicants
who send cash do so at their own risk. Please
note that your application will be processed only upon receipt of the
application fee.
3.
Official Transcripts
One official transcript of academic work from each college or university previously attended must be submitted. A transcript of all course work that you have listed on the application must be submitted If you are currently in school, a transcript showing the work completed is acceptable. Present the “TRANSCRIPT REQUEST“ forms to your college or university registrar(s). Make extra copies of the request form if necessary. Transcripts should be sent directly to the Public Policy Program. Applicants may also submit copies of transcripts certified by the college or university.
Note to non-Singaporean candidates: In the absence of transcripts from foreign universities, the Program will accept attested copies of diplomas or certificates, or a formal description of work completed, signed by an official of the institution. If credentials are not in English, they must be accompanied by a notarized translation.
4.
English Language Proficiency
Applicants
whose academic background and medium of undergraduate / graduate instruction is
not English must furnish proof of competence in the English language. The Test
of English as a Foreign Language (TOEFL) and the test under the International
English Language Testing System (IELTS) offered by the British Council are the
only tests recognised for English competency in this regard. The score for
admitted applicants is at least 580 for TOEFL and 6.5
for IELTS.
Applicants
should contact the United States Information Services or British Council in
their country to get information on how to register for the examination. TOEFL
or IELTS results must be sent directly to the Program by the examining body. If
an applicant has taken the TOEFL or IELTS not more than
three years ago, a copy of that score may be submitted.
The
TOEFL institution code for the Faculty of Arts and Social Sciences is 9081 and
the department code for Public Administration (Policy) is 94.

In order for the scholarships to be offered, the “SCHOLARSHIP APPLICATION" form must be submitted with your application.
6.
Resume/Curriculum Vitae
Please
give us an updated curriculum vitae stating your academic, professional, and
personal development, listing each significant position held, the most recent
first. You should include the dates, the organization or institution, position,
major responsibility, and name and title of your superior. Elaborate on any
experiences in government, politics, or other public sector activities. Also
include information on personal hobbies and other interests.
7.
Essays
Please
type your responses to A, B, and C below on separate sheets. Label each essay
and put your name on the upper right-hand corner of each page. Please submit the
essays with your application. Your essays must be in English and should be
limited to no more than 750 words each. Considerable emphasis will be placed on
your ability to be concise in your responses.
a.
Describe your involvement in and
contribution to a project which was successful, and to another which was not
successful in terms of the result and the reasons for this outcome. What did you
learn about yourself from each of these experiences?
b.
How would your participation in
the MPP program contribute to your career development? In answering this
question, please indicate what your career goals are and how the MPP would build
on your past experience to better enable you to reach these goals.
c.
Please state how your studies in
the MPP program would benefit you and your country.
8.
References
Three
references in English are required. References provide an opportunity for the
committee to review additional information on your abilities in an academic
and/or work setting.
If
you are still in college, at least two references should be obtained from
university instructors (at least one from your major course). The third may be
from an immediate superior in a work setting. This individual may be an employer
from part-time or vacation employment. Applicants who are working full-time
should obtain at least two of their three references from their present or
previous employer. One academic reference is desirable.
If
you have been out of school for several years, you should request references
from persons best able to assess your academic and work abilities.
All
references must be submitted on the “REFERENCE” forms in this booklet. If
your referees choose to add additional pages, they must use their organization’s
letterhead.
An
application is not considered complete and will not be reviewed by the committee
until all three references have been received by the Program.

The awards are open to outstanding local and foreign university graduates of all nationalities who are admissible to Master's or Doctor of Philosophy's research degree programmes at the National University of Singapore.
The research programmes are available at all nine faculties at the University.
There are two intakes of candidates, in January and July/October. Applications for the January intake close on 15 May and applicants will be informed of the outcome of their applications latest by 1 October. The closing date for the July/October intake is 15 December, and applicants will be notified latest by 1 May of the following year.
The scholarships carry monthly stipends ranging from S$1200 or S$1,400 plus a research fee subsidy.
The scholarships are tenable for 1 year in the first instance and are renewable annually, subject to satisfactory progress. The maximum period of award is 2 years for master's and 3 years for Ph.D. candidates.
Additional stipend of up to S$500 monthly is awarded to selected candidates in the fields of research under the augmentation scheme sponsored by industry and professional bodies.
Successful candidates may be asked to assist in the work of the departments they are attached to. They can earn up to S$16000 (gross) per annum at the current rate remuneration.

NUS Research Scholarship Augmentation
This Scheme provides financial assistance to top-up existing Research Scholarship stipends so that the monthly stipend will match the current starting salaries in the market for top graduates in the relevant disciplines. The amount payable will depend on the candidate's qualifications, experience and other relevant factors. Applicants must be Singapore citizens or Singapore PRs. Foreign candidates who are already bonded to the Singapore Government by virtue of an undergraduate scholarship or a tuition grant for the undergraduate study may also apply.
