How was a μεμβράς (anchovy) sold?

In the context of trade, was a μεμβράς, άδος, ἡ, anchovy sold as a τάριχος, τό, salted, dried, smoked fish (etc.) or just a normal freshly caught ἰχθύς, fish?
My question arises because P. Oxy. 788 refers to the purchase (?) of 2,400 of them.
