How is Khalaf’s treatment significantly different from Wallace’s?

Can't really comment on that at the moment, will try to think that one through and post something sensible. He does off course reference Wallace often, and doesn't always agree with him.
I am finding it slightly frustrating that there isn't much of a theoretical grounding to the categories he gives, more a situation of looking at how it is used in a context and then creating a label for that sort of instance. This is especially frustrating when the nuances are so slight between texts in different category distinctions that we get statements like
The descriptive (or attributive), "Hebrew," and qaulitative genitives are listed here under the adjectival genitive, but these can only be distinguished through illuminating illustrations from the Greek text
EDIT: he does include a section of a chapter on generative linguistics and the genitive but this doesn't seem to be referenced in his discussion of the different uses. I could just be missing it though

How disappointing. I was hoping that it would be more theoretically sophisticated than enumerating all the contexts that licence the adnominal genitive and categorizing them somehow.

Yep, same here. That said, there is a lot of the book left so there may well be that kind of discussion later
