Romans 1:5

How do I work out the meaning of a Greek text? How can I best understand the forms and vocabulary in this particular text?

Hi everyone,
I'm looking into this phrase in Romans 5:1 "having been justified"
Does it mean a once completed action in the past with present or ongoing consequences?
Or could it also mean an action that started in the past and hasnt yet completed? What are your thoughts?

Btw Iguess you can see that I am not even at beginner level and english is not my first language.
