Identify verbs

καὶ τοῖς δὴ μὴ πλουσίοις, χαλεπῶς δὲ τὸ γῆρας φέρουσιν, εὖ ἔχει ὁ αὐτὸς λόγος, ὅτι οὔτ’ ἄν ὁ ἐπιεικὴς πάνυ τι ῥᾳδίως γῆρας μετὰ πενίας ἐνέγκοι, οὔθ’ ὁ μὴ ἐπιεικὴς πλουτήσας εὔκολὸς ποτ’ ἄν ἑαυτῷ γένοιτο.

Divide sentence into units

καὶ τοῖς δὴ μὴ πλουσίοις, χαλεπῶς δὲ τὸ γῆρας φέρουσιν,
εὖ ἔχει ὁ αὐτὸς λόγος,
ὅτι οὔτ’ ἄν ὁ ἐπιεικὴς πάνυ τι ῥᾳδίως γῆρας μετὰ πενίας ἐνέγκοι,
οὔθ’ ὁ μὴ ἐπιεικὴς πλουτήσας
εὔκολὸς ποτ’ ἄν ἑαυτῷ γένοιτο.

Work out dependencies

1. καὶ τοῖς δὴ μὴ πλουσίοις, χαλεπῶς δὲ τὸ γῆρας φέρουσιν,
2. εὖ ἔχει ὁ αὐτὸς λόγος,
2.1 ὅτι οὔτ’ ἄν ὁ ἐπιεικὴς πάνυ τι ῥᾳδίως γῆρας μετὰ πενίας ἐνέγκοι,
2.2 οὔθ’ ὁ μὴ ἐπιεικὴς πλουτήσας
2.3 εὔκολὸς ποτ’ ἄν ἑαυτῷ γένοιτο.

Translate

1. And for those who are not wealthy, they bear old age with difficulty,
2. this same saying has it well
2.1 for neither might the well-to-do person bear old age easily with poverty
2.2 nor will the non-well-to-do when he becomes rich
2.3 ever be contented in himself.
Explain

τοῖς δὴ μὴ πλουσίοις: δὴ post-pos breaking up a general negation of a noun. For/To those who are not rich. Scaife has reasonable – thus fair minded.
ὁ ἐπιεικὴς: substantival adjective – the well to do, the upper class, perhaps reasonable, fair minded person, but given the use of πλουσίοις social class seems better.
ὁ μὴ ἐπιεικὴς: as above but negated in a general sense – the class of the not well off.

Comparing the two, I think that you are right that the first clause is subordinate not independent as my diagramming shows.
