A dislocated EKLEKTOIS

Why is EKLEKTOIS (in verse 1) so far removed from KATA PROGNWSIN (in verse 
2)?

Does this grammatical "dislocation" communicate something at the semantic 
level?

Most commentaries I have checked somewhat note this structure but seem to be 
more distracted by the larger issue of Election. Also, all commentaries I 
referenced separated EKLEKTOIS from PAREPIDHOIS DIASPORAS, as if an 
appositional relationship was not a consideration.

What am I to make of all this?
