Abilene:

Here are the two definitions given in the "middle" L & S:
PATRIS
[I] of one's fathers, one's fatherland, country, Hom.
[II] as Subst., like patra, Il., attic

with the cross-reference to "patria" being:
Il.: then, like patria II, a house, clan, Lat. gens, Pind.

BTW, don't forget you can get access at any time to the big LSJ at the
Perseus site:
http://www.perseus.tufts.edu/lexica.html

Perseus now has mirrors at Oxford (
http://perseus.csad.ox.ac.uk/lexica.html ) and in Germany too, so you have
speedy access from Paris <g>

The two verses you cite are part and parcel of very controverted questions
about the census, and involve the issues of city of residence and ancestral
city.
You might like to consult:
Brown, Raymond E. The Birth of the Messiah. New York: Doubleday, 1993.

This is the "new, updated edition" which contains both his original
publication in 1977, and, separately, his consideration of all the issues
raised in the intervening years.
