Can anyone comment on whether French and German are generally expected 
before application, or will most programs allow you to make them up 
after admission?

The exams aren't really that difficult.  Rather than going through a program 
of grammar review and memorizing vocabulary, I would suggest getting an 
anthology and reading through it WITHOUT constant reference to a dictionary unless 
truely needed.

I believe you have a period of time in which to pass the exams though my 
memory regarding this is somewhat faint since I passed them on the first try when 
I entered the program.  I seem to remember that some were doing retakes.
