If I recall correctly, David Noel Freedman, in his fascinating and fun-to-read book THE NINE COMMANDMENTS, says that they were likely two stones with aleph on one side and tau on the other. (The Hebrew words urim and thummim begin, respectively, with the letters aleph and tau.) A toss or throw of the stones would give four possible combinations:
aleph - aleph
aleph - tau
tau - aleph
tau - tau
In other words, agreement or disagreement, or "yes," "no," and "maybe."
