Dear Steve,
LSJ lists EPEI as a conjunction, both temporal and causal. Under the
heading causal they list the frequent meaning of "for otherwise," which
fits Rom 3:6. Since they agree in principle with your interpretation, it
seems merely a matter of labeling.
