I think that grammatically this could go either way--they could be in
apposition, or EKLEKTOIS could be modifying PAREPIDDHMOIS. The other
occurences of EKLEKTOS in 1 Peter (2:4, 6, 9; each used as an adj.) lead
me to favor an adjectival understanding in this verse. I don't think
that "the modification seems unnecessary" because without it the letter
would be to all PAREPIDDHMOIS, not just those who are chosen/elect.

are in apposition, what is the relationship of them to KATA PROGNWSIN,
etc? How do I understand and describe this relationship? Are both
datives related to/dependent on (what would be the word?) KATA PROGNWSIN

I would say that PAREPIDDHMOIS is modified by KATA PROGNWSIN, so that the
recipients could take courage that their sojourning was not haphazard,
but rather according to the foreknowledge of God. For the recipients,
who were experiencing various degrees of persecution, this would have
been a real comfort.
