The occurrences of the word in Mt 22:24 and Acts 3:22 are rendered:
his brother shall marry his wife and raise up (ANASTHSEI) offspring for
his brother (Mt 22:24)
The Lord your God shall raise up (ANASTHSEI) a Prophet like me ....
(Acts 3:22).
It is evident here that the AN- prefix is nothing more than what the EP-
prefix in EPIGINWSKW appears to be: used either for intensification (and
translated as up or upwards) or for no particular significance (and left
untranslated; so most translations).
