The board of aldermen is scheduled to receive an update on the project at a work session scheduled for Tuesday at 7:30 p.m. at Town Hall.

The project has been the subject of speculation since the announcement last spring that the Rhode Island-based company purchased the former bank building and parking lot on the northwest corner, across from Weaver Street Market, along with a mill house the cooperative also owned at 104 Center Street.

Since then, residents say the company has sought to purchase additional land on Center Street, along with the adjacent building and parking lot on Greensboro Street owned by dentist Dr. Debra Seaton.

Mike DeAngelis, CVS’s spokesperson, did not respond to questions from The Citizen about the project.

Jeff Herrick, who has lived on Center Street for 10 years, said he and his neighbors have been concerned about the impact on his street and others downtown since reading of the property sale in the Weaver Street Market newsletter last May.

Herrick said he has heard that the company has been negotiating with Seaton and owners of properties on the east side of Center Street.

His main concern is that Center Street might become more of a thoroughfare. Any development, he said, should have some kind of buffer between it and the downtown mill village. “We want to be a part of the process,” he said.

While acknowledging that policymakers are in active pursuit of a more development downtown, Herrick said after all is said and done Center Street should remain a livable neighborhood.

He said he received a bit of good news when members of the town planning staff told him that a drive-through would not be permitted.

Richard Jaimeyfield, a filmmaker and member of the Carrboro Planning Board, said he has heard there are plans to soon demolish the house at 104 Center Street, isolating property he owns in partnership with four others at 102 Center Street.

“They’ve gobbled up everything around us,” he said.

Jaimeyfield said the project’s developer, Mark Pantlin of Cary, has described the plan as a two-story, 22,000-square-foot building with apartments or offices above a CVS.

A recent appointment to the Planning Board, Jaimeyfield said he has requested he be recused from discussions on the property and intends to fight to preserve the street’s historic and residential character.
He said he and his partners named their LLC The Center Street Preservation Trust for a reason, and there is cause to worry that the block defined by Center, Greensboro and Shelton streets could become a much larger development than what’s been proposed so far.

Mayor Mark Chilton said he spoke with Pantlin briefly about the project earlier this year and conveyed his opinion that anything contemplated not “simply be a traditional CVS.”

“Obviously, the neighborhood-impact issue is going to be important,” Chilton said, adding that the intersection is one of the most defining areas of town and that in addition to the site design, the aesthetics of any project would have to fit in with the town.

The work session on Tuesday will be an early look, but isn’t likely to feature complete designs for the project. Town planners have said that while they’ve had preliminary discussions with the developer and residents, no application has been submitted.

Town officials will get an early look at a proposed development being considered by drug store chain CVS Caremark at the corner of Greensboro and Weaver streets.
