
{"id":24266,"date":"2012-03-01T10:34:24","date_gmt":"2012-03-01T15:34:24","guid":{"rendered":"http:\/\/www.carrborocitizen.com\/main\/?p=24266"},"modified":"2012-02-29T17:55:29","modified_gmt":"2012-02-29T22:55:29","slug":"residents-bocc-confused-by-eno-plans","status":"publish","type":"post","link":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/2012\/03\/01\/residents-bocc-confused-by-eno-plans\/","title":{"rendered":"Residents, BOCC confused by Eno plans"},"content":{"rendered":"<p><strong>By Rose Laudicina<\/strong><br \/>\n<em>Staff Writer <\/em><\/p>\n<p>Plans to rezone the Eno Economic Development District left both area residents and the Orange County Board of Commissioners confused and concerned on Monday, prompting commissioners to defer a public hearing on the plans until May. <\/p>\n<p>\u00e2\u20ac\u0153I found it very confusing,\u00e2\u20ac\u009d Commissioner Barry Jacobs told Craig Benedict, the county\u00e2\u20ac\u2122s planning director. \u00e2\u20ac\u0153If I can\u00e2\u20ac\u2122t understand the maps you distributed, then how is a resident supposed to?\u00e2\u20ac\u009d <\/p>\n<figure id=\"attachment_24269\" aria-describedby=\"caption-attachment-24269\" style=\"width: 174px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.carrborocitizen.com\/main\/2012\/03\/01\/residents-bocc-confused-by-eno-plans\/barryjacobsmug_web\/\" rel=\"attachment wp-att-24269\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.carrborocitizen.com\/main\/wp-content\/uploads\/2012\/03\/BarryJacobsMug_web.jpg\" alt=\"\" title=\"BarryJacobsMug_web\" width=\"174\" height=\"250\" class=\"size-full wp-image-24269\" srcset=\"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-content\/uploads\/2012\/03\/BarryJacobsMug_web.jpg 174w, https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-content\/uploads\/2012\/03\/BarryJacobsMug_web-104x150.jpg 104w, https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-content\/uploads\/2012\/03\/BarryJacobsMug_web-78x113.jpg 78w, https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-content\/uploads\/2012\/03\/BarryJacobsMug_web-69x100.jpg 69w\" sizes=\"auto, (max-width: 174px) 100vw, 174px\" \/><\/a><figcaption id=\"caption-attachment-24269\" class=\"wp-caption-text\">Commissioner Barry Jacobs <\/figcaption><\/figure>\n<p>Benedict presented the commissioners with a plan at Monday night\u00e2\u20ac\u2122s quarterly public hearing that would modify land use classifications of 493.5 acres in the eastern part of Orange County located near the I-85\/U.S. 70 interchange, known as the Eno Economic Development District <\/p>\n<p>Residents from the area packed the meeting room and expressed their discontent with the proposed changes, voicing concerns over the area losing its rural character and possibly being annexed by the City of Durham. <\/p>\n<p>One resident asked commissioners if rumors of a proposed development for the area were influencing zoning changes, but Benedict assured him that was not the case. <\/p>\n<p>Instead, Benedict said, the rezoning is being proposed so that Orange County can align its land-use plan and zoning classifications with the City of Durham\u00e2\u20ac\u2122s Urban Growth Boundary, which the land in question falls into. By aligning the plans, Durham would be able to extend utility services to the area, allowing the City of Durham to potentially annex the area in the future. <\/p>\n<p>In the plan, approximately 280 acres currently zoned rural residential (R-1) would be rezoned to either Economic Development Eno Lower Intensity (EDE-1) or Economic Development Eno Higher Intensity (EDE-2). <\/p>\n<p>Zoning an area EDE-1 allows smaller businesses like banks to be built, while an EDE-2 zoning allows bigger industries like retail and wholesale trade and manufacturing to be built. <\/p>\n<p>Resident Chris Kelsey told commissioners he is worried that rezoning the area will ruin the rural feel and compromise the area\u00e2\u20ac\u2122s natural environment. <\/p>\n<p>\u00e2\u20ac\u0153I moved out in Orange County to live in a rural environment,\u00e2\u20ac\u009d Kelsey said. \u00e2\u20ac\u0153A potential for light industry, I think, will totally take away from the rural character.\u00e2\u20ac\u009d <\/p>\n<p>\u00e2\u20ac\u0153This has negative impacts both for the environment and for the residents that currently live there,\u00e2\u20ac\u009d he added.<\/p>\n<p>Commissioner Jacobs agreed with Kelsey, saying he was worried the planning department didn\u00e2\u20ac\u2122t adequately look into the environmental impacts.<\/p>\n<p>\u00e2\u20ac\u0153I have said it before when we do economic development, which I do support \u00e2\u20ac\u201c to rush to do something without doing it fully is a mistake,\u00e2\u20ac\u009d Jacobs said. <\/p>\n<p>The commissioners voted 5-1 to defer the public hearing regarding the zoning changes to the Eno Economic Development District until May. <\/p>\n<p>Commissioner Steve Yuhasz cast the dissenting vote, stating, \u00e2\u20ac\u0153I think it would be short-sited for us to not move forward at this point.\u00e2\u20ac\u009d <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Plans to rezone the Eno Economic Development District left both area residents and the Orange County Board of Commissioners confused and concerned on Monday, prompting commissioners to defer a public hearing on the plans until May. <\/p>\n","protected":false},"author":12,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[],"class_list":["post-24266","post","type-post","status-publish","format-standard","hentry","category-news"],"_links":{"self":[{"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/posts\/24266","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/users\/12"}],"replies":[{"embeddable":true,"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/comments?post=24266"}],"version-history":[{"count":10,"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/posts\/24266\/revisions"}],"predecessor-version":[{"id":24304,"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/posts\/24266\/revisions\/24304"}],"wp:attachment":[{"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/media?parent=24266"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/categories?post=24266"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/wp-json\/wp\/v2\/tags?post=24266"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
