Robert Campbell, co-chair of the Rogers-Eubanks Coalition to End Environmental Racism, says he is \u00e2\u20ac\u0153well pleased with.\u00e2\u20ac\u009d Now comes the business of finding grant money to get the work done.<\/p>\n<p>Prior to discussion of the report by the Assembly of Governments, comprised of the Orange County Board of Commissioners and the town boards of the county\u00e2\u20ac\u2122s municipalities, Rev. Campbell submitted a petition and proposed resolution calling for OWASA water and sewer connections to all residences in the Rogers-Eubanks community presently without functioning connections.<!--more--><\/p>\n<p>A timeline included in the final report indicates that a work group comprised of members of each governing board will be established in April. <\/p>\n<p>\u00e2\u20ac\u0153This addresses what we laid out in our petition,\u00e2\u20ac\u009d Campbell said earlier this week. He added, though, that he wants to see at least two members of the Rogers-Eubanks community also named to the work group.<\/p>\n<p>Among the final report\u00e2\u20ac\u2122s recommendations are that the towns and the county should collaborate to identify and secure funds to be used to finance the entire cost of OWASA water and sewer connections to homes in the Rogers-Eubanks community \u00e2\u20ac\u0153as part of the compensation for the 37 years of hosting the Orange County Landfill and other solid waste facilities.\u00e2\u20ac\u009d A list of potential funding sources was attached; these include the USDA Rural Development, the N.C. Rural Economic Development Center and the N.C. Division of Water Quality.<\/p>\n<p>Other recommendations in the report include bus service to the community; improved transportation access for vehicles, bicycles and pedestrians; a road to connect the neighborhood with Weaver Dairy Road; and more recreational facilities. It also states that the Town of Chapel Hill should \u00e2\u20ac\u0153take the lead in initiating intergovernmental land use discussions \u00e2\u20ac\u00a6 by articulating a new vision for growth in the area.\u00e2\u20ac\u009d<\/p>\n<p>\u00e2\u20ac\u0153I think it\u00e2\u20ac\u2122s a very good plan,\u00e2\u20ac\u009d said Carrboro Alderman Joal Hall Broun, who served on the task force. \u00e2\u20ac\u0153I\u00e2\u20ac\u2122m hopeful the three jurisdictions in southern Orange County will move forward with water and sewage for that area.\u00e2\u20ac\u009d The question, she said is \u00e2\u20ac\u0153how much staff time will be devoted to finding funds in a very challenging [economic] environment.\u00e2\u20ac\u009d<\/p>\n<p>\u00e2\u20ac\u0153We\u00e2\u20ac\u2122ve been working on this forever, it seems,\u00e2\u20ac\u009d said Carrboro Alderman Jacquie Gist. \u00e2\u20ac\u0153I just hope the [work group] can actually do something this time,\u00e2\u20ac\u009d acknowledging that, \u00e2\u20ac\u0153The will is there.\u00e2\u20ac\u009d <\/p>\n<p>\u00e2\u20ac\u0153I\u00e2\u20ac\u2122ll be very dissatisfied if we don\u00e2\u20ac\u2122t work hard toward what we say we\u00e2\u20ac\u2122re going to work toward,\u00e2\u20ac\u009d Broun added. \u00e2\u20ac\u0153We can\u00e2\u20ac\u2122t hold ourselves to be the liberal bastion of North Carolina if we don\u00e2\u20ac\u2122t do what we say we\u00e2\u20ac\u2122re going to do.\u00e2\u20ac\u009d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Taylor Sisk Staff Writer The Rogers Road Small Area Plan Task Force released its final report at last Thursday night\u00e2\u20ac\u2122s Assembly of Governments meeting, laying out a timeline for providing water and sewage that Rev.
