
{"id":6559,"date":"2009-07-30T06:17:49","date_gmt":"2009-07-30T14:17:49","guid":{"rendered":"http:\/\/www.carrborocitizen.com\/main\/?p=6559"},"modified":"2009-08-03T17:47:32","modified_gmt":"2009-08-04T01:47:32","slug":"for-the-record-17","status":"publish","type":"post","link":"https:\/\/www.ibiblio.org\/carrborocitizen\/main\/2009\/07\/30\/for-the-record-17\/","title":{"rendered":"For the Record"},"content":{"rendered":"<p><strong>Over the top<\/strong><\/p>\n<p>We were a little dismayed at a recent Herald-Sun op-ed penned by Orange County Economic Development director Bradly Broadwell about Hillsborough\u00e2\u20ac\u2122s exploration of a commercial building moratorium.<\/p>\n<p>In a departure from the usual decorum of county officials regarding municipal matters, Broadwell scolded the town for even considering the idea. We\u00e2\u20ac\u2122ll give him a pass over the headline for the column \u00e2\u20ac\u201d \u00e2\u20ac\u0153Town considers economic suicide\u00e2\u20ac\u009d \u00e2\u20ac\u201d since that\u00e2\u20ac\u2122s more often than not the editor\u00e2\u20ac\u2122s doing, but Broadwell was pretty over the top elsewhere.<br \/>\n<!--more--><br \/>\nTo his credit, he did not call the town\u00e2\u20ac\u2122s leaders bumpkins, but he all but called them ignorant of the consequences of \u00e2\u20ac\u0153stopping\u00e2\u20ac\u009d commercial development.<\/p>\n<p>It should be noted that while the town is considering an 18-month moratorium, imposing one of that length might be difficult, given federal court rulings and state law that make a moratorium over a year difficult to defend.<\/p>\n<p>Hillsborough has been on the grow for some time, and after trying to digest the latest round of it the town is rightly taking a look at how to better craft its rules and guidance. While doing so, enacting a moratorium is not an atypical move for a town to make.<br \/>\nCarrboro and Chapel Hill both recently went through the same process to help shape growth in their northern reaches.<\/p>\n<p>But according to Broadwell, this is going to bring the economic-development world crashing down and lead to \u00e2\u20ac\u0153tragic\u00e2\u20ac\u009d consequences.<\/p>\n<p>In the past, taking a town to task in a newspaper column has not been a common method for county officials to use in debating public policy. We\u00e2\u20ac\u2122re not sure whether the moratorium in question is the right move, but experience says the consequences of a justified pause of a year is far from \u00e2\u20ac\u0153tragic\u00e2\u20ac\u009d and has yielded better results, better plans and certainly more clarity for developers in planning projects.<\/p>\n<p>The consequences of a condemnation of the leaders of a local municipality by a county official, however, are probably not all that positive.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Over the top We were a little dismayed at a recent Herald-Sun op-ed penned by Orange County Economic Development director Bradly Broadwell about Hillsborough\u00e2\u20ac\u2122s exploration of a commercial building moratorium.
