Leaves produce exudates - which are sugars, proteins and carbohydrates. So the plant puts out the foods to feed the organisms.
If the organisms aren't killed by something, they will remain for a long time. In the case of my roses, they were still present and functioning a year and three months before they finally got wiped out.
They glue and bind themselves to the leaf surfaces. Grow on the plant exudates.
