At least in our experience, the really fine bubbles are a problem.

There could be a consideration of damage to organism membranes when liquid is
super-saturated with air. Hydrogen peroxide has it's sterilizing impact by
oxidizing membranes. That's what makes peroxide work so well. So, would
super-saturating water do the same thing? I suspect that is another
mechanism for the reduction in organism numbers with really fine bubble
aeration.
