Dee,

Outside of overfertilization causing some plants to shoot up taller,
plants grow to a particular height because it's in their genes.
Nothing you can do to change that.

What you might consider is choosing varieties of perennials and bulbs
that are shorter and more sturdy. For example in buying daffs, choose
varieties that stay low, such as the rock garden types. There are
also loads of perennials that stay low, or are more sturdy as well.
Many of the newest varieties are more dwarf than the older varieties.
I dealt with wind for many years and found this was the best solution.
