Paper generally in the compost is absolutely not a problem. It is however
worth while to soak the paper in water for an hour or two beforehand. If the
paper is too dry it doesnt break down.
Also worth remembering that paper has a very high carbon content,
comparitively speaking, so best to add a little more green material with it.
The manure will help to compensate this.
