I accidently erased a post requesting info on managing
black spot on roses in an environmentally freindly way.
I wrote an article on this for the Victorian Rose Garden
at the Los Angeles County Arboretum.

See http://www.victorian-rose.org/Pests/BlackSpot.htm

My personal experience is that the best control is to strip
off the infected foliage, to get rid of the litter on the
garden floor in the area around the infected plant(s),
to then wash with the stripped plant with the hose, to
then add clean compost as a mulch, and then spray with a
light dormant spray oil. (I use Eco-Oil from Garden's Alive)

Work at preventing black spot by giving the plants better
air circulation and keeping the foliage dry. Use black
spot resistant roses - some of the Chinas are almost
totally immune in our garden.
