Penny may be right but I assume the question is about the
making of compost when you think that you don't have
enough of the right kinds of material to work with because
of no garden. Lots of things from non-garden sources can be
used to make compost: Kitchen scraps, dog hair, coffee
grounds from the local Starbucks, shredded newspaper,
pumpkins left over from Halloween, old Christmas trees, etc.

When we started to compost, we needed more compost than we
thought we could ever make using stuff just from our garden. We
started to look around - we found that there is a lot of material
out there, available for the asking, but we needed to look. We
also found that there are a lot of folk out there who have
materials suitable for composting actively looking for ways of
disposal but we had to seek them out.

We have a section near us, for example, where a number of the
property owners have horses. They are usually more than happy
to get rid of the manure if you'll just ask and agree to haul
it away. One can also ask and haul from folk who do have gardens
but who don't compost. Again, it's mostly a question of looking
for opportunities.
