Tony,

After your seedlings get to 2" high, take them outside gradually in a shady
spot. You want to harden them off gradually for about 1-2 weeks before
planting outside. The first day - 2 hours, 2nd day - 3 hours, 3rd day - 5
hours, etc.
Don't put them into direct intense sun until after 1 week - it will scorch
them. I grow all my seedlings inside in peat pots and then harden them off
gradually with great success. Also, give them 1/2 strength fertilizer
(liquid) every 2-3 days. Hopefully, you'll see some improvement. Good
Luck!

P.S. Make sure to not put them in a windy situation either. Near the house
is best.
