I still think that if you are having the lawn cored, the conditioner should go
after. Part of why I believe this is that I know of a golf course (San Mateo
County Municipal GC) where they do just that, only they are using sand instead
of organic matter. They are sitting on bay mud very near sea level and they
have serious problems with waterlogged and compacted soil. They core, then
spread sand, then use a blower to blow the sand into the core holes. The
groundskeeper told us that they have seen pretty good results from using this
method. (Not to mention that it's cheaper than bulldozing the course to
incorporate sand or closing part of the course to allow mulch to break down
naturally...)

Again, just my humble opinion. It may not make a huge difference in the long
run...
