Yes, plants that are dormant still need water, but not as much as in the
active growing months. If you don't get any rain, water once a week to keep
them hydrated. Also, try to mulch the soil around the root system with
dried leaves or pine straw to keep them snug for the winter. The cold, dry
air in the winter will dry out plants just as much as the sun in the summer.
Try not to cut anything back until March if possible too. If a plant is
hollow stemmed, water will get inside and freeze (instant death to the
plant). Hope I didn't inundate you with too much information.
