I've been making compost or manure tea for a few years now. My
"recipe" is not scientific. I don't measure stuff. Here goes:
In a plastic refuse bin, I drop two onion mesh bags filled with either
manure or compost, I then fill the bin with water. After three to
four days, I begin using the mixture by diluting it 1/3 tea - 2/3
water directly in my watering cans.

I then sprinkle all my vegetables with the stuff every two weeks. I
hear it prevent blight in tomatoes and does all sorts of other nice
things. I've noticed my blight problems to be way down and my
vegetables look healthier.
