Canadian Gardening had an article in the last year about the new trend in
road sides - native plants that are not mowed. This article quotes an Min
of Nat Resources or Min of Transportation specialist who says (roughly)
that "Goldenrod is not an allergen. The pollen is too heavy to be
airborn. When it is knocked or blowen off the plant/flower it just falls
to the ground. The real culprit is ragweed. Both plants tend to grow in
the same conditions and before flowering are often mistaken for each
other."

I'm moving this week, but when I'm back in cyberland I'll try and find
the issue for you.
