The comments about various bad things that could be in
rain water as a result of the neighbors, unfortunately,
were probably realistic. To be even more jaded, there are
also some even darker issues and the thing that comes to mind is legal
and/or moral liability.

Going out of your way to create a swamp to attract birds and butterflies may
well also attract children. This could
be very dangerous and I think a bad idea. I bet that your home owner's
insurance company would go totally ballistic.
