Have you thought of strawberries? They form a thick net of plants that will
hold a hill. I've planted one slope with ornamental strawberries - Pink Panda.
Saw another pretty bright red ornamental one called, I believe, Lipstick.
There are some attractive and very tough ground-cover roses called Flower
Carpet. You could also let rambling roses trail down a slope.
