No, compost that is done right is hot to the touch. I've
had piles that got as high as 150 degrees F (65 C)
My guess is that you are not turning your pile enough or that you are short
in terms of high nitrogen (green) material. Stu Campbell's "Let it Rot! The
Gardener's Guide to Composting" is a good, everyday reference on composting
that I have found helpful.
