can anyone help me out with this?

we just moved into a house in portland, oregon and we have two garden
issues:

1. some irresponsible dog owners in the area apparently think it's ok to
let their dogs leave droppings in our yard. so we want to plant shrubs that
will stay relatively low (<= 3 ft) on the front edge of our yard by the
sidewalk to discourage them. this part of the lawn is also a small (3 ft)
hill, so we need something that would go well there. we would like to use
something native to the area, so does anyone have any suggestions?

2. we also have a chain link fence in the back yard which we'd like to
cover with vines. english ivy is the easiest choice, but it's non-native
and quite invasive, so if there are any other plants that would fit this
purpose that are native, i'd like to know.
