Dear Bhaagavathaas,

Avatara concept is clarified  in Chapter 4 of Gita.
Avatara's can happen as needed anywhere and anyhow.
Our formost authoritative texts are prasthaana trayams
(Upanishads, Brahmasutras and BhagavadgIta).
That is where we should look for whole truth.

later scriptures such as Puranams elaborate the
principles contained in aadhaarams with examples
Dashavatara of the puraaNaas refers to some popularly
celebrated avataras. 

Eveyone is an avatara to a limited extent
and in  a limited context.
Anyone who raises up to the occasion and does
something heroic, is an avatara.
Like Joseph Campbell's hero with a thousand faces.

At all times there are good and evil.
Daivaasura vibhaaga was always there and
will always be there. It is funny to argue 
that there are no good people today for God
to protect. Also to say that God has to 
physically incarnate to protect the good, 
whereas, he can punish the evil from Vaikuntam
 also does not make sense.
I think we should look at these things in a broader sense
to get the full benefit. Otherwise we will be stuck with some
itsy bitsy never get anywhere doubts and rationalizations.
