Namaste Here is the plausible meaning. (Shatakrato) Hey Indra,(santaH) Good people, (kAmam) generally, (naitatprashamsanti) do not praise (svayamEva) by themselves (svabalasamstavam) their own prowess (chApi) and also (guna samkIrtanam) narration of the merits and virtues. (shravanAt) by hearing the greatness (tasya tirthasya) of that tirtha- stands for the worshipful person or the sacred water according to the context- (namasankIrtanAdapi) by uttering the names with devotion, (vApi) or (mritthikAlambhaNAt) by smearing the mud from that place or under His foot on oneself,(naraH) man, (pApAt pramuchyatE) becomes shorn of sins. I hope it serves your purpose.
