Mark,
Doesn't the syntax of ECW EXOUSIAN indicate that over which one has
authorioty by using the genitive case?
cp. Matt 10:1 EDWKEN AUTOIS EXOUSIAN PNEUMATWN AKAQARTWN
John 19:11 OUK EICES EXOUSIAN KAT' EMOU
and so on?
That would lend weight to James's translation....
